Which GRAP Stage Is Noida In Today?
As of 6 November 2026, Noida and Greater Noida are in GRAP Stage II. GRAP covers all of Delhi NCR, so an NCR order applies in Gautam Buddh Nagar district too. Stage II adds no new ban on building work. Sites follow the Stage I dust rules, and officials check them more strictly (page 9 of the CAQM GRAP schedule).
The Commission for Air Quality Management (CAQM) started Stage II in all of NCR on 2 November 2026, per its order of that date. Noida Authority had put Stage I in force on 22 October 2026. That day, Noida's AQI was 251 and Greater Noida's was 219, OneIndia reported.
One more rule runs until 20 November. CAQM restricts "dust-generating demolition and outdoor construction" in all of NCR from 5 to 20 November 2026, News on AIR reported. Railways, metro, airports, hospitals and projects of national importance are exempt.
The CAQM GRAP page lists the current stage.
GRAP 3 Me Kya Kya Band Hai in Noida?
Noida follows the same Stage III list as the rest of NCR. These jobs stop (pages 11 and 12 of the CAQM GRAP schedule):
- Digging, filling earth, boring and piling
- All demolition, including breaking a wall inside the house
- Brick and masonry work
- Painting, polishing and varnishing
- Cement, plaster and other coatings, except small repairs inside the house
- Cutting, grinding and fixing tiles and stone, except small repairs inside the house
- Loading and unloading cement, sand, bricks, fly ash and crushed stone
Electrical, plumbing and carpentry fitting are not on the list, so they continue.
On the ground, Noida can go further. When Stage III started in November 2025, all building projects in Noida except metro, hospitals and flyovers were put on hold, Outlook reported on 12 November 2025. Stone crushers and ready-mix concrete plants closed too.
Our guide to GRAP 3 and 4 rules for home work explains each job in detail. The CAQM rules are the same in Gurugram and Noida.
Is Interior Work Allowed in a Noida Flat During GRAP 3 and 4?
Yes, for fitting work. Your electrician, plumber and carpenter can keep working in Stage III and Stage IV (page 12 of the CAQM GRAP schedule). Small welding for electrical and plumbing work is allowed (page 11). Painting, polishing and varnishing stop, with no small-repair exception.
In late 2024, the builders' body CREDAI complained that local officials in Noida and Greater Noida had stopped all work, carpentry included. The UP Pollution Control Board (UPPCB) then said that steel binding and carpentry "are allowed under GRAP stages 3 and 4". UPPCB also said it does not put a blanket ban on all construction and demolition at any stage, GeoSquare reported on 2 December 2024.
For a new flat in Sector 150 or Noida Extension, plan the order of work. Get the putty, paint, POP and tile cutting done in Stage I or II. Leave the modular kitchen, wardrobes, lights, switches and bath fittings for later. Those continue in Stage III.
Can Your Society Stop Interior Work or Material at the Gate?
A society's maintenance office sets its own entry rules, separate from GRAP. We found no GRAP order that tells a society to stop interior fitting inside a flat.
In September 2026, residents of a Greater Noida West society said the maintenance team had stopped carpenters, electricians and delivery staff at the gate. Residents linked this to a dispute over maintenance charges, not to GRAP, Urban Acres reported.
GRAP does stop one kind of delivery. In Stage III, cement, sand, bricks, fly ash and crushed stone cannot be loaded or unloaded "anywhere within / outside the project sites" (page 11 of the CAQM GRAP schedule). A sand truck cannot unload at your tower. Deliveries of wire, pipes, plywood, hardware and bath fittings continue.
Before work starts, ask the maintenance office in writing which gate and which hours your workers and material can use. Get the answer on the society's WhatsApp group or letterhead. A written reply settles arguments at the gate later.
Who Gets Fined in Noida for Breaking GRAP Rules?
The fines in the news go to builders and firms.
- From January to October 2026, 120 Noida construction sites were fined ₹2.63 crore, OneIndia reported. An RTI reply in the same report shows about ₹34 crore in fines from 2017 to 2026, with only 3% recovered.
- In December 2025, Greater Noida Authority fined 32 builder companies and individuals ₹78.25 lakh for Stage IV breaches. NBCC India got the highest fine, ₹10 lakh, per Millennium Post.
We found no report of a fine on a flat owner for interior work. The rules still cover you. The CAQM schedule names "all construction agencies and plot owners (both public & private)" as responsible (page 11 of the CAQM GRAP schedule). A house owner who runs a dusty job in Stage III carries that risk too.
The authorities that issued the fines above are Noida Authority, Greater Noida Authority and UPPCB. Ask your contractor (thekedar) which jobs he plans to do in which stage, before you pay the advance.
Does Your Noida Plot Need to Be on the UP Dust Portal?
Yes, if the plot is 500 sq m or more. In UP, these sites have to do a "Self Audit: Dust Control Audit" on the UPECP.IN portal, Construction World reported on 21 October 2024. The CAQM schedule stops work at a site of 500 sq m or more that is not on the state portal (page 2 of the CAQM GRAP schedule).
In October 2024, building work was on at 350 such plots in Noida, and 91 had registered. UPPCB sent show-cause notices to 251 sites and asked for more than ₹3 crore in environmental compensation.
A smaller plot, such as a 200 sq yd house in a Noida sector, still follows the Stage I dust rules. Keep sand and cement covered, cover the truck, and sprinkle water where dust rises (page 2).
Officials are also out in the field. In October 2026, Greater Noida Authority put 224 anti-smog guns at building sites and split the city into 21 zones for checks, Swarajya reported.
Where Can You Dump Malba in Noida and Greater Noida?
Take the debris (malba) to a construction and demolition (C&D) waste plant, not the roadside or an empty plot. Greater Noida Authority fines illegal dumping, per Construction World (31 January 2025):
- ₹1,000 for an individual
- ₹2,000 for a non-residential offender
- ₹25,000 for a builder or developer
The same report says the Ecotech-3 plant in Greater Noida takes 100 tonnes a day and can grow to 300 tonnes.
A bathroom or kitchen job in a flat makes several sacks of tile and plaster pieces. Ask your contractor before work starts where he takes the malba and who pays for the trip. Keep the sacks inside the flat or in a covered spot until pickup. An open pile of malba near the tower is the kind of dust the Stage I rules target (page 2 of the CAQM GRAP schedule).
In Stage III, all demolition stops, so breaking walls waits. From 5 to 20 November 2026, dusty demolition is restricted at any stage.
Which Vehicles and Trucks Stop in Noida Under GRAP 3 and 4?
In Stage III, older cars stop. In November 2025, BS-III petrol and BS-IV diesel four-wheelers were "prohibited from operating in Noida", Outlook reported. If your contractor drives an old diesel car or pickup, ask him how he will reach the site in Stage III.
The Delhi border also matters. In Stage III, diesel BS-IV and older light and medium goods vehicles registered outside Delhi cannot enter Delhi (pages 13 and 14 of the CAQM GRAP schedule). In Stage IV, trucks cannot enter Delhi. LNG, CNG, electric and BS-VI diesel trucks can (page 16). Since the September 2026 revision, an older truck with essential goods is no longer exempt, PIB reported.
Some Noida contractors buy from Delhi markets. Before you order from Delhi in Stage III or IV, ask the supplier about the fuel and BS class of the vehicle. A delivery from a Noida store to a Noida flat does not enter Delhi, so these border rules do not apply to it.
What Happens to Your Labour During a GRAP Ban?
Masons, painters and helpers lose work first. At the Khora labour chowk near Sector 62, a worker told The Migration Story: "We barely get three days' work a week in winter." That report is from March 2025.
The Supreme Court told NCR states to pay affected workers from the labour cess fund. UP reported payments to 4,88,246 workers in the first phase and 4,84,157 in the second, The Tribune reported in March 2025.
Short stops grow into long delays. A Noida developer said that "even short halts of 15 to 20 days" can grow into delays of two to three months, per Realty n More (November 2025). The same report says GRAP halts force workers to move away from sites.
For your own job, ask the thekedar two questions. Will the same team come back after the ban? Are his workers registered with the UP construction workers' board, which pays the GRAP money?
When Did GRAP 3 and 4 Hit Noida in Past Winters?
Stage III came in mid-November in each of the last two winters:
- 2024: Stage III from 8 am on 15 November, News on AIR. CAQM lifted Stage IV on 24 December 2024 and kept Stages I to III, News on AIR.
- 2025: Stage III on 11 November. Noida put building projects on hold on 12 November, Outlook. Stage IV started on 13 December 2025. News on AIR reported on 3 January 2026 that CAQM had lifted Stage III.
After the curbs ended in January 2026, a Greater Noida Authority official said construction work "has now resumed", Daily Jagran reported on 5 January 2026. The pause was short. CAQM put Stage III back in all of NCR on 16 January 2026, PIB reported.
For a Noida home project, early November is the window for dusty and wet work. After 20 November 2026, outdoor work and demolition are no longer restricted at Stage II. Any Stage III order stops them again.
